WordPress has two option for bloggers.
Both of them can be downloaded from respective websites for free, but WordPress.com is hosted for free and WordPress.org have to hosted independently.
For starters WordPress.com is the best place, because you can start blogging with out paying anything for hosting your blog. And once you are satisfied with the blogging platform you can shift to the paid hosting one. The free hosted blog (WordPress.com) have all the blogging features like the payed hosting one (WordPress.org), but it won’t allow you to place any of your ads in your blog.
WordPress.org is free to download from www.wordpress.org and only you have to pay for the hosting only. You can select your own domain name like what i selected (www.brandcultivator.com) for you blog. But before booking any hosting services for you blog, check if it supports wordpress or PHP / MySql.

I recommend WordPress as a blogging platform because of it simplicity, doesn’t mean other blogging platforms are not good. WordPress is my personal choice.
